Idaho Bass Anglers Club By-laws
Article I – NameThis club shall be known as Idaho Bass Anglers
Article II – Charter
The purpose of this club is to improve our skills as bass anglers through a fellowship of friendly exchange of expert bass catching techniques and ideas, while promoting and encouraging family and youth fishing. Offer the Idaho Fish and Game Department our support in improving bass angling in the state of Idaho. To promote adherence to all conservation codes and to demand adequate water pollution standards. This club shall also conduct periodic outings for members as social and educational events. These outings will mainly consist of fishing tournaments.
Article III – Membership
Section 1: Membership
The membership of this club shall consist of anyone interested in carrying out the club charter and becoming actively involved in the club activities. Total general membership is not limited to any given number of individuals or families.
Section 2: To become a member a candidate shall:
A) Voluntarily express a genuine interest in membership.
B) Must attend two club meetings and fish one club tournament with a member before being eligible for membership. (EXCEPTION), From November 15, 2007 to January 15, 2008 a period of open enrollment will exist allowing any candidate the opportunity to become a member.
C) The candidate shall be voted on by the current membership present at any meeting in a closed ballot. Affirmation must represent a majority.
Section 3: Dues
Dues for this club will be $40 annually with an initial $20 initiation fee for all new members. These dues will be considered as family dues covering all members of a household with the exception that all children participating in club activities will be required to pay $5 in annual dues. Those dues will then be paid to TBF to assure coverage under the TBF liability policy. A child may pay $25 dues and will receive certain gifts and benefits from TBF and FLW. By paying $25 in dues a child will be entitled to fish The Idaho Bass Federation Junior Qualifying Tournament and if qualified the National Guard Junior World Championship. The $25 youth dues will also earn the youth a membership in FLW Outdoors and sponsor gifts.
A) These dues include liability insurance coverage through The Bass Federation (TBF) but do not include dues for membership to FLW Outdoors. The funds are distributed as follows:
- $8.00 State dues to The Idaho Bass Federation
- $15.00 to The Bass Federation for national dues
- $17.00 to the club general account
- $5.00 youth dues go to TBF
- $25.00 youth dues go to TBF
C) To be considered an active member, club dues have to be paid as well as $35 that will cover dues to FLW Outdoors. The club secretary will collect all dues and disburse under proper guideline to The Idaho Bass Federation and The Bass Federation, Inc. No other participation is required.
Section 4: Family Members
Family members shall be entitled to all privileges of the club, except that only one vote shall be allowed a family in all elections of officers and votes on other club matters.
Section 5: A member may be removed from the club for the following reasons:
A) Failure to pay dues .
B) Any action that would reflect dishonor or disgrace on this club or its members. Any club member can solicit a vote to remove a specific club member at any time. This solicitation does not have to be public at a meeting. Members should be notified one month prior to the vote to provide an adequate chance to participate in the vote. A majority of members present at a club meeting have to agree on any specific individual being asked to revoke their membership.
Article IV – Meetings
Section 1: Meetings
Monthly meetings shall be held on the 2nd Wednesday of every month at 7PM. The annual meeting will be held in November at a specific time and place agreed upon by the membership. The annual meeting will be a chance to elect new officers and present awards for that fishing year.
Article V – Officers
The club Board of Directors shall consist of all elected officers. Any emergency actions can be taken without consent of the entire membership with a minimum of three Board members voting.
Section 1: The following describes the duties of each club officer.
President
1. Preside over all meetings and lead all official business of the club.
2. Coordinate the development of a monthly tournament schedule.
3. Coordinate and ensure all necessary tasks are completed to put on any special club activity.
4. Coordinate all activities associated with the annual meeting.
Vice President – Tournament Director
1. Assist with the primary duties of the President and preside over all club business when the President is unavailable.
2. Apply for all necessary permits to conduct the monthly tournaments.
3. Submit all fish and game reports to the Idaho Fish and Game Department or other required state entity after each tournament.
4. Act as Tournament Director for all club sponsored tournaments.
Secretary/Treasurer
1. Maintain accurate records of all club funds including dues, tournament fees, donations, etc. Report fund status at each club meeting.
2. Maintain a point system that tracks all members’ activity points.
3. Submit club roster to The Bass Federation (TBF) and The Idaho Bass Federation and collect all club dues.
4. Maintain a record of all donated raffle items from club members.
Weigh Master
1. Responsible for determining the official weight of each participant at each club tournament.
2. Coordinate weigh-in site and set up.
3. Maintain and bring to each tournament scales, bags, tables, and display boards.
4. In the event it is impossible for the Weigh Master to be present at a tournament it is his/her responsibility to find a suitable replacement.
Federation Representative
1. Represent the club at all official The Idaho Bass Federation (TIBF) meetings.
Section 2: Term of Office:
The term of each office is two years and runs January 1st to December 31st. For the first year of existence the President and Secretary/Treasure will serve one year terms. All other officers will be elected to two year terms. In this way there will always be some experience in board positions.
Section 3: Elections
Yearly elections will be held at the annual meeting in November. Any club member can nominate another member for office as long as the following criteria is met:
A) A nominee must have been a member for six months.
B) Attended 75% of all club functions (meetings and tournaments).
Section 4: Voting
Elections shall be made by a simple majority of members present at the annual meeting by secret ballot. In the event an office becomes vacant, nominations shall be solicited and an election held at the next scheduled meeting to fill the un-expired term.
Article VI – Funds Management Section 1 : Expense Approval
Any club expense that exceeds $50 must be approved by the club membership. Any club member can present a proposal to the club on ways to spend the club funds. Approval to spend funds will be made by voting at any regular club meeting with approval by a simple majority of the members present. A minimum of five (5) club members must be present to hold a vote. The President, Vice President and Secretary are the only members authorized to commit and spend funds up to $50.
Article VII – Amendments
This set of by-laws may be altered or amended in the following manner:
A)A proposal to alter or amend any by-law may be made by any member at any regularly scheduled club meeting.
B) Proposed amendments or alterations will be read at two consecutive club meetings following the meeting wherein the proposal was made.
C) The proposal will be voted on following the second reading and will pass with a simple majority of members present.
D) Club members may vote on amendments or alterations by written proxy.
